MEWP Operator Checklist for Employers

Working at height comes with serious responsibility, and before any MEWP (Mobile Elevating Work Platform) is used on site, employers should follow a proper MEWP operator checklist to ensure operators are trained, familiar with the equipment, and prepared to work safely.

While experience is important, it is not a substitute for proper certification, planning, and machine familiarisation. Taking a few key steps before work begins can help reduce risk, improve efficiency, and support safer working environments across site.

1. Check That the Operator Holds a Valid IPAF PAL Card

One of the first things employers should confirm is whether the operator holds a valid IPAF PAL Card for the category of machine being used.

Different MEWPs require different certifications. For example:

  • 3a – Mobile Vertical (Scissor Lifts)
  • 3b – Mobile Boom
  • 1b – Static Boom / Spider Lifts

Operators should also have up-to-date certification, as expired PAL Cards may no longer meet site requirements or insurance expectations.

If an operator’s certification is due to expire soon, refresher training should be arranged in advance to avoid unnecessary downtime on site.

2. Ensure the Operator Is Familiar With the Specific Machine

Even trained operators should receive familiarisation on the exact machine being used.

Different manufacturers and models can vary in:

  • Controls and layouts
  • Emergency lowering systems
  • Machine dimensions and capabilities
  • Outrigger systems and setup procedures

Machine familiarisation helps operators work more confidently and safely, especially when using unfamiliar equipment or working in challenging environments.

At DTA Training, we always encourage proper handover and familiarisation before work begins.

3. Confirm a Risk Assessment Has Been Completed

Before operating a MEWP, employers should ensure the work area has been properly assessed.

This includes checking for:

  • Uneven or unstable ground conditions
  • Overhead obstructions or power lines
  • Pedestrian or vehicle traffic
  • Weather conditions
  • Indoor height restrictions or confined areas

Choosing the correct machine for the environment is just as important as operator training itself.

4. Check PPE Requirements

Personal Protective Equipment (PPE) requirements can vary depending on the site and the type of MEWP being used.

Common PPE requirements may include:

  • Safety helmets
  • High-visibility clothing
  • Safety footwear
  • Harnesses and lanyards where required

Operators should also understand how to correctly inspect and use harness equipment before starting work at height.

5. Have an Emergency or Rescue Plan in Place

Emergency planning is often overlooked, but it is an essential part of safe MEWP operation.

Before work starts, employers should ensure:

  • Operators know emergency lowering procedures
  • Ground personnel understand their role
  • Communication methods are clear
  • Rescue procedures are established if required

Planning ahead can significantly reduce response time in the event of an issue on site.

6. Keep Training Records and Certifications Organised

Keeping training records organised makes it easier to manage compliance, prepare for audits, and ensure operators remain qualified for the equipment they use.

Employers should regularly review:

  • PAL Card expiry dates
  • Training records
  • Additional safety certifications
  • Site-specific requirements

Proactive training management helps avoid delays and keeps projects moving safely and efficiently.

Final Thoughts

Proper preparation before MEWP work begins is essential for maintaining safe and productive working environments.

By checking operator certification, machine familiarisation, PPE, and site planning, employers can help reduce risk and improve overall safety standards on site.

At DTA Training, we provide IPAF-approved MEWP training for operators, supervisors, and teams across a range of categories. Training can be completed at our dedicated training centre or delivered on-site at your workplace.
